ABOUT US
Planning Monitoring, Coordination and Evaluation Cell is the nodal centre of the institute, which enables the Director to oversee and monitor research programmes right from the project conception and planning to its logical conclusion. The cell provides necessary inputs/guidelines to the scientists of the institute in identifying and conceptualizing research premises and then elaboration of those into project form in the framework of management information system (MIS) as recommended by the Research Council (RC). After careful and critical preliminary review, comments are invited from selected peer reviewers. PMCE further monitors the incorporation of modifications suggested and facilitates approval by Research Advisory Committee followed by centralized project coding by Central Silk Board.

Project evaluation
Project Evaluation is the assessment that refers to design, implementation and results of completed or on-going project / program / policy as per the objective(s). The evaluation is accomplished by using key criteria such as relevance, fulfillment of objectives, developmental efficiency, effectiveness, impact and sustainability. Concurrent evaluation provides credible and useful information to enable the incorporation of mid term modification and easy decision-making process.
Project implementation
During the course of the project execution, monthly progress is reported to the Director by each project leader. PMCE critically assesses the short term achievements. The quarterly and yearly progress received in prescribed formats (MIS IV and MIS IX, respectively) are also critically reviewed and transmitted to Central Silk Board for further action.
Project monitoring
Project Monitoring is an integral part of day-to-day research management of the institute. Monitoring embodies the regular tracking of activities, reach, outcome, and impact of developmental activities at the project program, at various levels. Monitoring provides information by which the Director and the decision making core group identify and solve implementation problems and assess the progress towards projectâs objectives.
Both monitoring and evaluation refer to the same logical framework that organizes the program as a whole. Monitoring system utilizes major results and outcome to observe program progress towards its final objectives.

Management of project data base
The project data base created, updated and managed by PMCE comprises of all the research projects and exploratory studies approved by RC/RAC and ratified by Central Silk Board in respect of the main institute and its nested units. The achievement in each project is examined from time to time vis-Ã -vis the milestones set.
Coordination of Research Council and Research Advisory Committee Meetings
The PMCE on the advice of the Director arranges the biannual meetings of the Research Council (RC) and Research Advisory Committee (RAC) to review the progress of research projects. RC is an in-house committee of divisional heads to advise and steer the scientists in project formulation and implementation. RAC is the high power committee constituted by the Central Silk Board nominating experts from various fields of scientific research to advise scientists/institute in research activities. A renowned scientist of national repute chairs the RAC.
Comprehensive Programme Planning

Facilitation in IPR, licensing and commercialization
PMCE enables the scientists in the matter of intellectual property rights. The patent process followed by commercialization of the products through licensing is coordinated with National Research Development Corporation (NRDC) and Central Silk Board.
Coordination with Central Office, State Sericulture Department and Central Ministry
PMCE takes proactive stance in coordinating various events involving Central Office, Central Ministry and State Sericulture Departments.
Coordination with the Universities
The institute has a number of research guides affiliated to leading universities including University of Mysore. Quite a few scientists and research fellows are pursuing their Ph D degrees under these research guides. PMCE co-ordinates, monitors and facilitates the activities related to the Ph. D programmes.
Publication of scientific journal
PMCE is in charge of the publication of Indian Journal of Sericulture (IJS). IJS is a well accepted scientific journal of national and international readership which publishes research papers in all aspects of sericulture. The peer review system of this biannual journal is well acclaimed.
Publication of the institute’s annual report
PMCE prepares a comprehensive report on the research and development programmes of the institute every year and publishes as CSRTI Annual Report
